A Panel on Provisional Release in the Criminal Justice System Was Held
“Provisional Release in the Criminal Justice System” panel organized by the Faculty of Law was held.

The panel titled “Provisional Release in the Criminal Justice System” on the functioning of the criminal justice system and modern methods of sentence enforcement was held as part of the academic activities organized by the Faculty of Law on Tuesday, April 21, 2026, at 14:00 in the Courtroom of the Faculty of Law.

At the event, provisional release practices were examined from legal, administrative, and social perspectives. The panel was moderated by Dr. Saliha Merve Kaya, a member of Law Faculty. The speakers included Murat Kalkan, Director of Istanbul Probation, and Burcu Gören, Psychologist and Provisional Release Specialist.

In his presentation titled “Provisional Release as an Alternative Procedure in the Enforcement of Prison Sentences,” Murat Kalkan shared technical details regarding the execution procedures of provisional release measures regulated under Article 105/A of Law No. 5275. Within this framework, he explained the conditions and operational procedures implemented to facilitate the reintegration of offenders into society. He also informed the participants about practical procedures encountered in the field, including regular reporting (sign-in) requirements, the calculation of supervision periods, and the legal consequences of non-compliance with obligations.

In the continuation of the panel, Psychologist Burcu Gören focused on the topic “Rehabilitation of Juveniles Driven to Crime within the Provisional Release Process.” Gören emphasized that, particularly within the juvenile justice system, provisional release is not merely a control mechanism. She elaborated on the psychosocial support programs and rehabilitation processes carried out to reintegrate juveniles into society.

The event concluded with a question-and-answer session following the presentations.
